I haven't seen this in the online docs regarding the new SQL Server compatible version of ReviewAssistant:
Is there an upgrade tool that will import the existing review data from the local file storage to the SQL Server database?
We are going to need to have the old data somehow.
any advice?

We are currently on MSSQL Server 2014 on that box.
We may be upgrading soon, but it may not be for a while after our planned implementation for the new Review assistant. ( we are planning on this change to use the MSSQL "AlwaysON" functionality for our failure contingency planning)

If you want to use the "AlwaysON" functionality in MSSQL, we recommend you to install the latest version of Review Assistant server because this release contains a few important bug fixes for this server mode.
If you need to move the database to the new MSSQL server version, you should perform a backup from the old server and restore to a new SQL server.

this is not answering my question.
If I do go to a new SQL based server then I need to know if there's a way to import my existing SQLLite data to the MSSQL server so all our existing reviews and users aren't lost in the changeover,

The Review Assistant Server has a special tool for migrating an old SQLite database (Review Assistant v.3.2 and older) to a new empty MS SQL database (Review Assistant 3.5 or higher). This tool is started automatically during the first run of the server.
