This question is rather to VS core team than to us.

Such error happens when your MySQL client library (libmysql.dll) does not support server you are trying to connect.
You can upgrade MySQLDirect to latest version. There are new design-time tools there.

You can find that all components in Toolbox that are not visual controls are disabled when Web form designer is open.
But you still can use components by creating them manually in your code.

It may happen that you have specified connection string incorrectly. Probably, Host field. Host field should contain host name or IP address.

Please, make sure that you have specified correct connection parameters. For more information about how to connect to MySQL server refrer to MySQLDirect and DbTools documentation. It is embedded in Visual Studio help.

It seems like problem with DbTools addin. If you cannot access DbTools from Visual Studio, please, email us to our support address so we can discuss it in details.

Toolbox components are available only when Form Designer is open. Regardless of this you can use them in you code by creating component instances manually.
