This problem is related with UI of Code Compare. We plan to fix this bug in the next version. As a workaround please disable option "Optimize rendering for screens with different pixel densities" in VS.

In VS 2019 you can not create review from the context menu of a work item editor of query result. We plan to add our integration to the Work Items and My Work panel in the future releases.

This week we plan to publish release where we fixed integration to VS2019 and after it we will start new version. This bug with notifications will be fixed in the new version.
